About this good practice
The Healthcare Region Carus Consilium Sachsen spreads out over the eastern half of Saxony, about 1/3 of the Free State of Saxony in Germany with approx. 1.7m inhabitants. Its main aim is to optimize intersectoral healthcare within the network, since an innovative, regionally networked health care system is a model for the future.
The management organization – Carus Consilium Sachsen GmbH – coordinates the region and is a subsidiary of the Dresden University Hospital Carl Gustav Carus.
Against a background of demographic change, the stabilization of medical care and the modernization of healthcare at the same time will be some of the most important socio-political challenges in the years to come. Carus Consilium Sachsen initiates, regulates and coordinates sustainable healthcare concepts in order to secure and further develop healthcare, especially in rural areas.
The vision of Carus Consilium Sachsen is to deliver continuous care to the population as well as offering prevention, consultation, guidance, training, nursing and medical treatment, in order to enable them to live a long life, to improve their quality of life and to avoid regionally different care quality.
Its main tasks are:
• Setting up and further development of innovative health care projects
• Networking and communication within the healthcare region
• Support for cross-border cooperation
• Encouraging cooperation in the field of education and training and recruitment of health care professionals.

Resources needed
From a mission perspective, the management company operates as private non-profit and is financed both by public and project funding and service contracts. Operating the healthcare region, its networks and all adjacent projects requires a staff of 10 and an overall annual budget of about 500 TEUR.
Evidence of success
Measurable outcome of the regions consists of active regional healthcare networks (3), successful and/or running projects (8). This includes the major ERDF project CCS Telehealth East Saxony, providing a modular, interoperable and open telehealth infrastructure. Carus Consilium Sachsen organizes present and future applications, onboarding, funding and collaborates with partner institutions.
Potential for learning or transfer
In regions without a top-down strategical healthcare and innovation management, a bottom-up approach like Carus Consilium Sachsen could provide the next best solution for innovation management and systematic healthcare improvement.
