About this good practice
The administrative-territorial units - county residences and the municipality of Bucharest are eligible to participate in this financing Program.The financing is granted in a percentage of maximum 90% of the eligible expenses and within the limit of the maximum amounts that can be granted for each applicant. The maximum amounts that can be granted for each applicant are established according to the number of inhabitants, according to the data provided by the National Institute of Statistics, and it is announced at the launch date of the project submission session.The maximum amount financed by the Authority for the installation of a recharge station is of 190,000 lei(approx 39,300 EUR) a value that represents 90% of the total eligible expenses. Types of projects funded by the Program:The Program finances the recharging stations consisting of a minimum of 2 recharging points, supplied by the same delivery point from the public distribution network, of which 1 recharging point allows multi-standard charging in direct current, at a power ≥ 50 kW, and 1 recharging point allows charging of electric vehicles at a power ≥ 22 kW. The recharging station will allow simultaneous charging to the declared powers.Recharging stations shall comply with IEC 61851 (Conductive charging system for electric vehicles).
Recharging stations shall be equipped with at least type 2 sockets and connectors for vehicles, as described in Standard EN62196-2, for AC charging and with multi-standard connect.

Evidence of success
Until now, 19 municipalities have their projects approved, in total 26,98 mil. lei (approx. 5,7 Mil EUR), for 142 stations with 302 charging points.
The deadline for municipalities to submit their applications is October 30, 2020.. The allocated budget is 92 Mil lei (approx 19,6 Mil EUR) .

Potential for learning or transfer
This is a financing approach in order to boost e-mobility in municipalities and support the establishment of required charging infrastructure, as a motive for residents to purchase EVs. Such an approach may inspire other EU municipalities / cities to do so, in terms of low-carbon transport financing. It is a proposed solution especially for municipal city centers like Bucharest,Cluj-Napoca,Oradea etc.
Such an approach is not a practice for other States, where, mainly, there are private initiatives. In Romania Environmental Fund is managed by a public authority that collects money form environmental taxes and finance environmental projects like this one. This may inspire other EU Countries that consider necessary to have rapidly, a public network of charging stations, which eventually, will support the development of the electric car market in respective cities (maybe very polluted).
