About this good practice
The challenge for the Stockholm Region was to increase the regional coordination between innovation actors in order to become the world´s most innovation driven region by 2025. In response to this challenge, the Innovation Stockholm platform was launched in 2010 to stimulate innovation collaboration between public authorities, business and academia. The platform was founded in collaboration between public authorities (CAB Stockholm, Stockholm County Council, Stockholm city, Invest Stockholm, the Association of municipalities in Stockholm County), academia (KTH, Karolinska Institute and Stockholm university) and the Chamber of Commerce.The platform fosters collaboration through networking activities as well as regular information exchange between the different stakeholders, through different monitoring and mapping tools and seminars and small group discussions. The relationships and potential partnerships are later transferred to specific projects and/or direct participation in calls and different regional, national and transnational innovation and development instruments. An Action plan with 5 focus areas (public procurement, international attractiveness, cross-sectoral collaboration, SME-funding and accessibility of research infrastructures) was developed and implemented by the platform during 2013-2015.
Resources needed
The Stockholm ROP is small with total budget of €37 million. All resources are distributed according to the Stockholm Model to concentrate resources and maximize impact. The partnership is supported by a secretariat and a group of civil servants representing 8 organizations from different sectors.
Evidence of success
The dynamics have been transformed into several concrete actions such as: an inter-disciplinary academic program for urban development (OpenLab); a specific website for talent attraction to the Stockholm region; a specific mapping of research infrastructures in the region; several thematic reports – e.g. the Stockholm EMA-application and mapping of regional strengths in business and research. Most initiatives of the Action plan had successfully been implemented.
Potential for learning or transfer
Good practice of regional governance, which has reached attention from the European Commission. Focus on sustainable urban development (green, smart, inclusive, healthy and attractive region) with strong involvement of local stakeholders. Prioritization of projects addressing regional challenges, e.g. the need for new sustainable housing, increased digitalization among SMEs, growth in of less developed municipalities, etc.
