About this good practice
The location on which the investment objective is achieved lies 250 m downstream of the pedestrian bridge linking the Roman Municipality to the village of Cotu Vames, where it takes place on the left bank of the major river bed of the Moldova river: a retention threshold with the length of 200 m, with an elevation of 181.00 meters above sea level (MAS), a barrage and a tank for two low-drop turbines located in the retention front on the right bank in the minor bed with NNR = 180.30 MAS. (NNR - share of normal retention level). The retention threshold has a width of 43 m and consists of two upstream and downstream spikes, each 200 m long, between which there are gabions and large stone (clinker rejection). The barrage is provided with an adjustable stay (inflatable) with a height of 4 m and a front opening of 12 m, ensuring a normal retention level at 180.30 MAS. The threshold of the dam is 176.30 MAS. The hydro mechanical equipment is in the spillway, the latter having a width of 16 m and a length of 20 m. The capture makes a fall for a power plant located in the retention front to the right bank of the Moldova river. 2 panels with capsulated turbines (low-drop turbines) are located in the sink. The electricity produced is delivered to the NES through a 20KV coil where the metering is done.

Evidence of success
During the first two years of effective operation (2015 and 2016), the hydroelectric plant produced about 2,900 MWh of energy, covering the consumption of public lighting, schools and public institutions belonging to the Romanian Town Hall. The energy produced is intended exclusively for community consumption, and is not intended for sale to third parties. For example, the value of the savings saved by the City Hall in the first half of 2017 is about 300,000 lei (approx. 65.000 €).
Potential for learning or transfer
The Municipality of Roman is preparing a new project for establishing a 2nd MHC.
It generated savings at local level. The amounts thus saved can be used to fund projects of interest to the community, so that in the end the gain will be for both the community and the municipality. The amount of possible energy to be produced, according to the project indicators, is 3,000 MWh annually at a power of 580 kW, but this depends on natural conditions.
Reducing energy costs for institutions providing services of general public interest;
Increasing the standard of living by producing non-polluting electricity from renewable sources in the
medium and long term;
The active involvement of the local public authority in the process of capitalizing on renewable energy resources
Protecting the environment by reducing pollutant emissions and combating climate change
