About this good practice
One of the main challenges in Andalusia has been to get a unitary coordination of the public transport system, administrative and technological, overcoming the disadvantages derived from the power compartmentalization as well as an coordination. The solution developed in Andalusia has entailed the creation of consortia with the necessary competencies to ensure the efficient operation of the transport system and able to carry out the transportation planning and coordination in the corresponding metropolitan areas, as well as the corresponding Metropolitan Transport Plan.
A significant level of detail in regard the administrative organization to achieve the maximum coordination is needed. Furthermore, the participation of the citizens ‘participation and social agents is key to the success.

Resources needed
It is relevant to highlight regarding each consortium that all the local corporations included in the corresponding metropolitan areas, besides the civic association and other social agents involved in this transport modality can be integrated into it.
Evidence of success
9 consortia created in Andalusia. More than 200 involved municipalities (that implies a 50% of the Consortia members). Number of cards in 2015: 1.324.372 (13% more than in 2014). N. of passengers in all the transport modes: 50.392.759 (1,19% more than in 2014). A unique entity in the dialogues with operators and suppliers and a greater stability in the relationship with operators. A unique image is transmitted to the users, who see the transport system as a tool at his disposal.

This consortia structure can allow the following main factors:
• Centralize the coordination tools among the unique Transport Consortia, allowing the development of actions and common projects.
• Define a contractual and licensing framework that can be the base to the common relationship between the Consortia and the transport operators.
• Establish standardized solutions with the suppliers.
These consortia pursue the consolidation of sustainable metropolitan transport models, dynamic, and articulation of the territory. His work focuses on achieving price integration of all transport services and in improving multimodality.
