About this good practice
Joint Research Units (JRU) were firstly created in Galicia in 2014 through specific calls for the implementation of 3 - to 5- year collaborative initiatives focused on a limited set of singularly strategic areas for the region, which demanded the creation of strategic regional consortia among research institutions and enterprises. They are formal policy instruments bringing together the business and the scientific/technical worlds to develop joint research and valorisation initiatives, thus boosting cooperation between them.
The aim of the policy instrument is to attract private investment in Galicia.
Beneficiaries are Galician research organizations and businesses aligned with the priorities and challenges of the Galicia S3 (innovation based upon natural resources; 4.0 industry; active ageing).
The monitoring system of JRU relies on:
1. Information gathered through the call of proposal
2. Information gathered through the annual report from beneficiaries- This information is inserted in an excel file for the facilitation of the search and treatment.
3. Information gathered through annual site inspections.
The aim of the policy instrument is to attract private investment in Galicia.

The monitoring system of JRU relies on:
1. Information gathered through the call of proposal
2. Information gathered through the annual report from beneficiaries- This information is inserted in an excel file for the facilitation of the search and treatment.
3. Information gathered through annual site inspections.
Resources needed
16 persons are involved, 7 of them engineers, 5 with Master's degree, 3 graduates and 1 doctorate. Their annual dedication is as follows:

Evidence of success
Thanks to the monitoring of the PI it was possible to prove the good performance of the instrument in terms of the results achieved by the JRU. Based on these results and also on the interest from potential beneficiaries, the PI was maintained over the time, with one call per year. Furthermore, a re-programming of the Operational Programme for ERDF 2018 concluded in an increase of funds for this policy instrument based on its good performance.
Potential for learning or transfer
1. This monitoring system has proved to be efficient for a policy instrument intended to boost R&D private investment . Indicators have allowed to take decisions.
2. The monitoring system relies upon official statistical indicators. This facilitates comparison with a baseline, and also, it allows to gather segmented information on specific sectors and S3 challenges.
3. The array of indicators used for monitoring JRU are also based upon the ERDF monitoring information system. This can facilitate comparison on the performance of similar region’s policy instruments.
3. The rich information gathered allows to determine the impact of this policy instrument on each S3 priority or objective, and also on the Galicia S3 aim of granting public funds to stimulate private R&D investment.
4. As the JRU monitoring system is operationalized in such a deep detail, it is very easy to be transferred to any region interested in implementing the policy instrument;
