About this good practice
The scope of the platform is to track and trace the waste from the production point to the point of treatment or final disposal. The stakeholders (Public and Private Sector) that have the obligation to register and use the platform are Municipalities, establishments and undertakings dealing with one or more phases of the waste management system (production, collection, transfer, strorage, treatment, disposal). The tool gives the opportunity to the organization in charge (the Ministry of Environment) to have a clear view of the management of various streams of waste at a local and at a national level, to extract annual waste reports per stakeholder and to prepare national waste reports depicting the current status within the territory of Greece.
Resources needed
The practice is under the responsibility of the Ministry of Environment, so we don’t have any access to financial or human resources data.
Evidence of success
The NWRM Tool achieves its main objectives which are:
• the traceability of the waste (including C&D waste) from the production point to its reception at the treatment plants or the landfills
• The preparation of annual waste reports per stakeholder
• The preparation of annual national waste reports which depict the current status within the territory of the country
• Through the cross-checks the problem of “orphan” waste ending up to unauthorized places and causing environmental problems is

Potential for learning or transfer
One of the main problems in most EU member states is that there is currently almost no monitoring or control of C&D Waste. So there is a great need to create a tool which aims to generate a path or system for monitoring waste, from the source (project phase) to the end of the process (collection of waste at the plant), even adding the possibility of tracing or tracking its transformation into recycled or reused materials at a further stage. The purpose of such tools is to strengthen capacities to plan and improve C&D waste management policies and practices based on the data collected and the statistics generated. The NWRM Tool of Greece is in accordance with the above mentioned general needs, and that’s why can be adopted by other countries. It allows control at all stages of all registered users.
