About this good practice
The GP addresses the challenge of the progressive decline in psychophysical condition of the elderly which eventually leads to disability.
The goal of the competition is to promote a healthy lifestyle for senior citizens, to educate them about the importance of being in good physical and mental condition as long as possible, and to raise their awareness that their quality of life depends on them.
To achieve these goals NGOs are commissioned to conduct series of lectures, workshops, trainings and consultations to educate the elderly in the field of healthy living. The involvement of doctors and professional carers in process is required.
During the courses the senior citizens learn how the body changes due to ageing and how to deal with new challenges that they might face in everyday life.
A change from the traditional view of the elderly as isolated and inactive people, often sick and staying at home all day is an added value.
Involvement of the NGOs is crucial as they work directly with the priority population. So they can provide critical information on people’s needs, and prepare a more appropriate offer of pro-health education. They may have an impact on policy, because of preparing recommendations at the end of projects.
The open competition covers the territory of the Malopolska Region, with an emphasis on areas with a more difficult demographic situation.
The main stakeholders are: NGOs, physicians, nurses. The beneficiaries of the practice are: Adults 50+.

Resources needed
674 950,00 PLN (c.a. 156 965 €) within 3 years
19 NGOs from the Malopolska Region have implemented projects according to the three previous calls for proposals.
Human resources needed: Officers in the Marshal Office in Department of Sustainable Development and in Department of Budget and Finance.

Evidence of success
28 projects have been implemented, with 23 recommendation reports submitted;
93 NGOs submitted proposals during the calls;
1500 seniors citizens have been trained so far (out of 3,4 M inhabitants);
Over 1000 activities have been implemented so far such as lectures and consultations provided by doctors, workshops with dieticians, trainings with physiotherapists;
Positive feedback from the NGOs. In their opinion the projects have helped to involve senior citizens in the bottom-up initiatives

Potential for learning or transfer
The GP shows a way of including the third sector in realisation of a part of social policy dedicated to senior citizens. NGOs work with the elderly closely and they know the problems, barriers and challenges from the operational level. That lack of distance between NGOs and senior citizens helps in building a relation with end-users and gives better results i.e. seniors’ involvement in activities and in consequence better social inclusion of the elderly.
The requirement of preparation of a recommendation report at the end of project implementation empowers the NGOs to be a partner in the policy development, policy creation and policy realisation.
The GP has a potential for direct transfer in countries with similar mechanisms of public funds distribution, but also it can be adapted in countries with different mechanisms, because the key of the GP is using the NGOs potential in educating senior about healthy lifestyle and active and healthy ageing.
