About this good practice
Publication of a guide "How can we better deconstruct and recycle construction and public works waste? ", carried out with the Ademe (French environmental agency), EDF, SNCF réseau and the Ministry of Ecological and Solidarity Transition.
Information and recommendations to promote good site waste management practices.
This document goes through the regulatory framework regarding C&D waste management, from the national context to the specific roadmap for a circular economy and what it implies regarding waste management practices, to operational good practices and know-how.
Several case studies are presented as well as recommendations proposed to different actors (contracting authorities, project managers, auditors, companies, local authorities).
The operational part of the guide is divided as follows:
- Before the works: anticipation, eco-design for deconstruction, waste diagnosis, materials/resources diagnosis, identifying recovery channels, insurance of re-used materials
- During the project: responsibility of the different actors for waste monitoring, traceability tools
- During the works: good deconstruction practices, platforms for reused materials
- After the works: verifications of waste quantities
Each part is illustrated by examples of projects, available tools and proposals for contractualisation in public contracts.

Resources needed
A steering committee with the main partners was set up to create this guide. Several meetings to discuss and solicit stakeholders on good practices were necessary. Two project managers from the Orée association coordinated all the work on the guide and its drafting.
Evidence of success
This guide was presented in November 2018 at Pollutec, the leading international event for environmental solutions for industry, cities and territories. Also, it has been widely distributed on the websites and networks of many private, institutional or associative actors to promote the recovery of waste and the reuse of materials. In 2018, the subject of reuse was still not well integrated into projects and this guide has made it possible to highlight successful examples and available tools.
Potential for learning or transfer
This type of guide can be created and adapted to each region that wishes to offer a concrete support tool to construction and deconstruction stakeholders. Indeed, many resources already exist on the issue of C&D waste recovery and materials reuse but they are often scattered and conducted by various public and private actors. This guide brings together all this knowledge and tools to offer the most complete toolbox possible in order to raise awareness and encourage actors to engage in the process. This type of guide clearly meets a general need for knowledge, particularly on the part of project owners.
