Participation process about Local Public Transport in “Val Bisagno” area (Genoa)

About this good practice
In the Val Bisagno area (one of the main routes that cross the city connecting the center to the suburbs) the main problem is the absence of alternatives to road transport, insufficient to guarantee a good daily mobility for inhabitants. The object of discussion was the feasibility study to built of tram-line, a type of electrical system of Local Public Trasnsport (LPT). The Municipality organized the participation process in three phases:
1) identification of a TECHNICAL WORKING GROUP (composed by Municipality Mobility and Urban Development Departments, Architecture And Engineering University, Local districts and Local Public Transport company)
2) Identification of stakeholders groups and involvement with interviews, meeting opening session, questionnaires, Notebooks of the actors, Laboratories and focus groups / wiki
3) Elaboration of shared Guidelines
The participation cycle was combined with a public information campaign, press releases, dissemination material, a dedicated e-mail address, phone number and a section in the web site www.urbancenter.comune.genova.it.
The activities of focus groups have been set by the sharing of ideas collected in the Guidelines useful to realize concrete actions of project. Thematic discussions have been made about the tramway involved areas. In particular Municipality collected topics and nees proposed by the participants (citizens or members of the workgroup) and the needs emerged.

Resources needed
The human resources required to set up and to run the practice were about 10-15 people of Municipality / University staff.
On support to Municipality Technical Work Group it was awarded a conctract to Architecture And Engineering Department of University of Genoa for about € 20.000.

Evidence of success
Through the focus groups and the involvement of the stakeholders was possible to identify the critical points and possible strengths.The reasons to choice of a participatory process are to be found in the relevant environmental and social consequences of the project to the life of the entire city.There were complex situations at local level, both to existing expectations, interests and conflicts on the territory. From the participatory process emerges appreciation to the choice of the tram.
Potential for learning or transfer
This good practice can be applied to other regions, as a process to share results for the future implementation of complex mobility infrastructures.
Using the same structure of participation described above, it is possible to involve citizens and stakeholders to make them participated in important public projects (e.g. construction of big infrastructures) and at the same time to gather suggestions and useful needs to direct the actions in the best way.
