About this good practice
Castile and Leon is a region in which Cultural Heritage is one of the essential values of its identity and a resource for economic and social development. The Regional Plan of the Cultural Heritage is an open and transversal document in accordance with the specifications of the National Plan of Cultural Landscapes that integrates aspects defined in the European Convention of the Landscape.Also,the objectives of the Regional Plans of Cultural and Creative Industries, Tourism and objectives, priorities and programs from the RIS3.It incorporates a more current perception of cultural assets based on the participation of civil society & stakeholders. Its proposals are guidelines for action, not only for the public administration but also for the stakeholders such as institutions, entities and agents involved in heritage management.The phase of drafting of the Plan has relied on the previous enquiry to Cultural institutions, Regional public authorities from all sectors, businesses,professionals, relevant experts and political groups represented in the Regional Parliament.
During this drafting phase, this Plan could be debated and completed with the opinions of citizens thanks to the “Open Government”, a participation tool, where the information of the processes are published, taken into consideration and answered individually.Finally, civil society and stakeholders are participating in the phase of implementation of the different programs through cooperation &agreements

Resources needed
Human resources to set up, run and control the Plan come from the civil servants from the Regional Ministry for Culture and Tourism using part of their working time, depending of their expertise. The direct investment planned for the implementation of the Plan amounts over 102M€.
Evidence of success
Ongoing actions promoted and implemented directly by the Regional Ministry for Culture and Tourism or coordinated with other institutions, owners and managers of cultural heritage among others 11 cultural projects, 5 technical sessions on risk prevention on cultural heritage, 2 training sessions and 17 inventories updated, 17 exhibitions, 7 documentaries, 2 Biennials of heritage restoration and management and restoration works with a total of 442 actions with an investment over 26M€.
Potential for learning or transfer
It has been considered potentially interesting for other regions the integration of different policies into a unique Plan and to come to an understanding with public authorities from different sectors, Cultural Institutions and civil society through an extensive dialogue to assess the specific challenges, needs and priorities of the region, as well as, the inclusion of a participation tool “Open Government” available in the Institutional website, that regulates citizen participation, where the information of the processes of decree projects, strategies and plans is published, also, other decision-making processes that affect the general interest of the Community, with the requirement that the contributions that are formulated be taken into consideration and answered individually through the Institutional website before the approval of the Plan during the phase of drafting.
