About this good practice
The existence of several clusters of the agrifood sector in the country, led to the fact that many actions overlap (presence at fairs, approach to certain external markets in terms of the internationalization of SMEs), so there was a need to rethink the strategy of the agrifood clusters, through the formalization of a collaborative consortium, not to exist overlap between the various actions of each cluster. The Portuguese Agrofood Cluster, allows even greater interaction between companies in the sector, facilitating the access to innovation and development, since the Centro region agrofood sector is mainly composed of small farmers with low automatic processes, and low levels of innovative products/services. The consortium also made it possible to contribute to the reinforcement of investment in the agrifood industry: number of investment projects supported by the cluster with funding from Portugal 2020 (for example, the Mobilizador Mobfood Project represents an investment of 10 million euros from industry, academia and research centers in innovation and R&D). The entities that make the Portuguese AgroFood Cluster have focused their intervention in the sector by a high dynamism promoting of the national food products in external markets, joining in favour of common objectives for the sector, as is the case of the increase of exports of the agri-food sector, with projections of increase of 16% by 2020.
Resources needed
Nowadays, the cluster operates with each consortium cluster personnel and the financing comes mainly from European projects frameworks. Each cluster allocates one person to work in the consortium in accordance with the defined strategic objectives.
Evidence of success
This cluster is recognized as a competitiveness cluster by IAPMEI, and the consortium signed the Sector Pact for Competitiveness and Internationalization with the Ministry of Economy, to develop the Circular Economy and an efficient energy and ecological transition, through improvement the regulatory and legal environment of companies. The cluster consists of 423 members: 356 SMEs, 29 entities from the National Scientific and Technological System, 22 subsectoral associations, 16 other entities.
Potential for learning or transfer
We believe this is a Good practice that may be replicated in other regions because it addresses the services and support provided by the Clusters to their associated members. It allows for a better use of financing resources and human resources, being more effective. This close collaboration in between all the agrofood related clusters in Portugal as strength all the parts involved in the consortium.
This practice can inspire public authorities and improve public policy, as all actions are aligned with the priority areas of RIS3 CENTRO: Sustainable industrial solutions, enhancement of natural endogenous resources, technologies for quality of life and territorial innovation.
The cluster will thus contribute with relevant information from the sector, within the scope of the priority domains, in order to make it possible to increase the effectiveness of public policies.
