About this good practice
The challenge of the coming years will be to transform the regional structure on a system low carbon economic/territorial, reducing drastically the use of fuels
fossils and has recourse to renewable energy sources to produce electricity and heat. Among the tools of this objective is the release of funds for Sustainable Energy Action Plan (SEAP).
The areas of intervention of the SEAPs are the following:
1. Municipal – residential – tertiary building
2. Public lighting
3. Industry
4. Municipal – public – private transport
5. Local electricity production
6. Local heat/cold production
7. Urban regeneration, waste and wastewater management, tree planting in urban area
The beneficiaries of the practice are small and medium-sized, individual or associated municipalities of Campania Region.
Also, the Campania Region has initiated a confrontation/discussion with key players and stakeholders (associations, professional orders, universities, etc...), from which it had contributions which were also included in the final version of the SEAP. The main stakeholders of the practice are:
- Utilities of gas, energy and transport who provided the consumption data
- Public body (school, university, research centre) who give support for the elaboration of development plans in the short, medium and long term
- Citizens: involved thanks to the organization of "Energy Days" with exhibitions, guided tours, public awareness campaigns, etc.

Resources needed
The amount of funding is € 5.000.000,00 (five million of euros).
The eligible costs, including VAT, must be related only to draft the SEAP

Evidence of success
Thanks to this regional funding, n. 21 SEAPs were developed in Campania (Marano, Pozzuoli, Arzano, Giffoni , Ottaviano, Sant'Antimo, Altavilla Giugliano, Avellino, Caserta, Sessa Aurunca, Trentola Dugenta, Bracigliano,
Montesarchio, Benevento, Aversa, Castellammare di Stabia, Frattamaggiore
S. Valentino, Lusciano, S. Giuseppe). Although they haven’t benefited from the regional financing, other cities have drafted the SEAP with own funds, in particular the city of Naples.

Potential for learning or transfer
The SEAPs are interesting for other regions because promotes multi-level governance including a wide range of stakeholders from national, regional, provincial and municipal level. At the same time, it encourages to use a range of funding instruments of public and private source for the implementation of measures.
In 2015, during the exchange mission within SHAAMS European project (ENPI CBC MED program) in which ANEA was been involved, it was carried out a meeting between the representatives of Municipality of Menjez - District of Beirut (Lebanon) and the representatives of Municipality of Naples. The aim of exchange mission has been the transfer of know how related to how to design implement and replicate the SEAP of City of Naples (measures, objectives, stakeholders involved, monitoring activities, greenhouse emission data, etc..).
As result, the Municipality of Menjez, during April 2016 has developed its Sustainable Energy Action Plan.
