About this good practice
The National Agency for Vocational Education and Training (ANQEP) is a key actor in skills anticipation in Portugal, as the regulator of the VET system and the implementer of public policy on adult education and training. At the regional/local level, CIM do Ave develop this practice and the main aim is to create processes for skills anticipation which are responsive to skills demand in the labour market in the NUT III Ave region.
The program has different phases of implementation and involves several focus groups with different stakeholders of the Ave region like a policymakers and educational institutions to plan their provision of courses, Labour market intermediaries including career advisers, young people, jobseekers, employers, education and training providers and policymakers.
Elaboration of a study that issue national and regional priorities and prioritizes the most relevant qualifications for the Territory (according to the National Qualifications Catalog); Distribution of a brochure with the professional education offer by all Schools in the region. This study is also used by local and regional authorities to inform their skills policy decisions. The comprehensiveness of this practice is seen as one of its strengths, especially in linking skills assessment with funding of the vocational education and training system.
This initiative has since been seen as a crucial step in achieving the objective of attaining a better match between skills supply and demand.

The schools adapted their professional courses offer according to the results of this project; Structured dialogue between the different agents; Creation of an ecosystem and a network around the innovation between the professional courses offer and the demanded skills by the companies; Promoting employability and territorial development; valorization of the professional courses on the educational system.

Potential for learning or transfer
This program resulted from a challenge at the national level and is being replicated in other regions and municipalities of Portugal.The potential transfer to other cities is high but depends of some conditions in order to successfully achieve the transfer and implementation.Build credibility and raise awareness. Successful implementation depends on the engagement of stakeholders. They must be involved from the beginning, and the challenge proposed must be relevant and appealing. Open innovation: the process (educational goals, interaction between agents…) was more important than results. It is important to create the appropriate environment to facilitate the flow of ideas and innovation. Flexibility. Involving different kind of actors require great flexibility to adapt approach and methodology to the different turnarounds the process can take.
