Roadmap of transition towards a circular economy in Poland

About this good practice
The aim of this roadmap towards a circular economy (CE) is to identify actions to maximize the added value of raw materials/resources, materials and products, and reduce waste generation, while maintaining the condition of production efficiency and consumption processes. It was prepared in a wide interdepartmental and public consultation process strengthening the synergy of single actions undertaken by different sectors. This document was prepared by the Interdepartmental Circular Economy Group established by the Polish Ministry of Development. The idea of CE was introduced to all appointed group members from various areas: environment, education, energy, infrastructure, social policy, agriculture and public health. It contains a set of legislative and non-legislative tools to foster the development of circular economy in Poland in the areas of sustainable industrial production, consumption, bioeconomy and new business models. There were 41 measures proposed in these areas, assigned to the relevant ministries. It includes also a separate action to develop a conceptual approach for monitoring circular economy in Poland. After presenting to the public consultation, in September 2019 it was approved by the Council of Ministers.
Resources needed
No separate funding framework assigned to the actions proposed. They relate mainly to analytical, conceptual, information and promotion ones as well as coordination in areas that are within the jurisdiction of individual ministries. The staff involvement will be required.
Evidence of success
In consultation process about 200 partners were involved, during debates, workshops and mapping of activities that could contribute to the transition of the Polish economy to the CE tracks. This work was accompanied by meetings of working groups consisting of representatives of ministries as well as entrepreneurs, scientists and other people and organisations interested in the circular economy. This approach ensures faster and comprehensive progress in circular economy implementation.
Potential for learning or transfer
The way the roadmap on circular economy was created could be a good practice to be transferred to other countries at national level which look for their model of transformation transition towards a circular economy. The approach of gathering different groups of stakeholders being coordinated at national level could help in creation the solutions and complex tools allowing a shift from a linear to a circular model of the economy as well as in developing methodologies to assess a progress in the transformation towards circular economy and the impact of circular economy on socio-economic development at the regional and national level.
