About this good practice
Hellenic Federation of Enterprises (SEV) with the support of Deloitte have developed the Digital Transformation Observatory, namely a permanent monitoring mechanism for promoting the digital transformation of Greece.
For the purposes of the Observatory’s inaugural study of Greece’s digital maturity a new composite index was created, SEV Digital Maturity Index, consisting of ~100 published key indicators and metrics (Digital Economy and Society Index-DESI, World Bank, World Economic Forum, etc.) that monitor the country's performance across 7 different dimensions and 27 sub-dimensions.
The 7 basic dimensions are divided into:
• Enablers: factors that are the preconditions and/ or accelerators of digital transformation (ICT / High Technology Sector, Connectivity Infrastructure, Policies & Regulatory Framework, Digital Skills)
• Outcomes: degree of digital maturity in business, public sector and households (Digital Maturity of Businesses, Digital Maturity of Society, Digital Maturity of Public Sector).
In addition, within the scope of the study, a primary survey was conducted in February 2019, with the participation of ~280 C-level business professionals in order to determine the level of adoption of digital technologies among Greek businesses. The responders answered a series of questions, grouped in 7 main pillars.
SEV Digital Maturity Index provides long-term comparison of Greece’s digital performance across the 7 different dimensions with EU Member States.

The study was financed by the donation scheme of OTE Group and was conducted by two Deloitte staff members
Evidence of success
SEV Digital Maturity Index is a tool that monitors Greece’s digital maturity and determines the level of adoption of digital technologies among Greek businesses.
SEV DMI is based on a comprehensive and structured approach with a broad coverage of businesses throughout the country. Moreover, the monitoring can be performed on a yearly basis in order to assess the country’s performance towards digital transformation

SEV Digital Maturity Index is a composite index of ~100 published key indicators and metrics. It can be used as a tool for the for the motoring of digital maturity and therefore I4.0 aspects of the business sector at national and regional level.
