Smart Industrial Park (SIP)
About this good practice
Smart Industrial Park is a program carried out by the regional innovation agency (Grand E-Nov+) which aims to support the development of the industrial park regarding the 2030 – 2050 timeframe and its challenges brought by new laws and regulations (Neutral land urbanization, Net 0 Green House Gas, relocation of major industries…).
Main goals of SIP:
• To enable the territories to have a differentiating offer able to satisfy and anticipate the needs of companies (2030-2050 needs)
• To accelerate the scaling up of innovative solutions on selected and appropriate experimental sites given their industrialization and replication
• To enable the companies located in the park to prosper while improving for instance their environmental performance…
The SIP can be defined on 5 key axes to ensure the transition of the activity park regarding the 2030-2050 necessary transitions:
• Neutral impact on soils
• Exemplary in sustainability
• Attractiveness and competitiveness
• Quality of life
• Governance
The ones benefiting from this program are all the territories of the region Grand Est willing to engage their industrial park into futureward transition. Thus, the ones directly benefitting on site are the industries and factories already located and the ones to come.
Resources needed
The overall SIP program expenses amount to roughly ~ 200k€ (3 years)
• Initial study to identify how the challenges should be approached: 40k€ - 1 year.
• Staff cost to implement this approach: 40-60k€/year.
• Additional expertise, studies, and tools to make the action more impactful: 40k€/year
Evidence of success
Quantitative
• Number of projects identified/supported. more than 15 sites
• SIP network (number of entities ) : more than 120
• Events : more than 15 events
Qualitative:
• Implementation of advice given through SIP expertise report.
• Increase in demand: Each new event gathers more and more people and interest.
• SIP program is recognized at the national level as an innovative action to reinforce the attractiveness and competitiveness of industrial parks.
Potential for learning or transfer
The basic idea behind the SIP is to find a way or leverage that will enable the regional authority or its appendix (agencies) to support the development of economic activities. Now, in Western Europe a lot of these activities are concentrated on industrial or activity parks, thus bringing the need to transform them and adapt them to be futureproof. Of course, each region faces its challenges, but some are common to all such as the energy transition. The relevancy comes from the fact that every action taken on these sites can reach and improve the livelihood of all the companies on site at the same time.
