About this good practice
The local authority of Baia Sprie, city situated in Maramures County – Romania, started in 2014, a photovoltaic park with investment from local budget, accessing the Green Certificates (GC) scheme. Baia Sprie City Hall thus contributes to limit greenhouse gas emissions, ensuring long-term economic benefits for local community.
Producing electricity from solar energy represented for Baia Sprie an opportunity to exploit degraded lands that are not appropriate for agriculture or construction.
This initiative contributes to improve living standard of Baia Sprie citizens, based on sustainability principles such as renewability, one of circular economy approaches.
CEPRONEF Energo Invest LTD, a Romanian company from Maramures, with over 30 years of experience in renewable energy, initially presented to Baia Sprie City Council the advantages of a photovoltaic plant and their specialists were responsabile with project elaboration and implementation.
Baia Sprie City Hall established Spria Technology Park LTD for administrating and operating the production capacity, in adequate technical and economic conditions, ensuring operational continuity.
The investment was made respecting the legislation regarding Green Certificates scheme. Since 2014, the company benefits from 3 Green Certificates/month, for 15 years. The electricity produced from solar energy is used for the public lighting of Baia Sprie, in the benefit of local community, for more than 15.000 citizens.

Resources needed
Baia Sprie City Hall invested from the local budget 200,000 euros for a capacity of 224 kW of installed power and set up a dedicated company, being the sole shareholder.

Evidence of success
265 MW/hour have been produced in 2019. All power was used for public lighting in Baia Sprie, over 35% from total consume. The public lighting was refurbished based on led technology, reducing consume with over 60%.
The investment recovery is possible in 12 years. After year 13 and up to year 15, the cumulated revenues from power produced and GC are high, operational costs remaining the same. The photovoltaic equipment life is 25 years, the investment will generate income for another 10 years.

Potential for learning or transfer
This good practice is undoubtedly a success because all foresights of project phase have been achieved.
The model of production plan statistically related to the number of hours of insolation and its intensity proved to be absolutely correct. The revenue forecasts were met because the applicant cautiously resorted to secure mechanisms for valorising Green Certificates and the electricity produced, avoiding approaches with high risks - a wise attitude considering that public money were used.
The project is a good example for local authorities, as an idea of producing electricity from alternative sources (the sun being an inexhaustible source of energy!), especially in the current context of reducing conventional sources and excessive pollution of the planet.
The partnership public-private could be an additional factor of success on the benefit of local communities, in exploiting unused lands, reducing costs and consumes of electricity and ensuring long-term economic advantages.
