About this good practice
This tender aims to cope with the French national plan for green public procurement 2007-2014. The aim was to design a framework to analyze products from environmental criteria perspective, to get aligned with the city requirements and its commitment to sustainable development.
This environmental sheet aims at:
1. Verify the consistency between the standard sheet and the product looked for and adapt accordingly
2. Launch the request for proposals and get suppliers’ offers back
3. Consolidate proposals, analyze product information sheets and decide based on environmental criteria
The main stakeholders were public buyers, final users and to some extent the community in its whole.
The product information sheet is composed of:
- Rechargeability: weight of avoided waste; potential of recycling material
- Product concentration: dilution rate
- Recycled raw material: % of recycled raw material in the manufacturing process; source of material
- Vegetable raw material: % of vegetable raw material in the in the manufacturing process; types of component
- Biodegradability: rate of biodegradability and name / standard used to measure
- Eco-label or equivalent (ISO standard)

Evidence of success
The practice has been used to train public buyers on how to integrate sustainable development into tenders. It also served as an example or reference in the bank of materials commonly used by AURA-EE when being request for advice by public buyers, in support to the preparation and writting of their technical bill of specifications.
Potential for learning or transfer
The template was disseminated at regional level, mainly during regional meetings gathering local buyers.
