Technical sectoral committees (TSC)

About this good practice
When a specific sector is detected of interest for society and industry, public administration develop tools as TSC to develop the network within the sector. In Andalusia, the Corporación Tecnológica de Andalucía (CTA), a public-private partnership linking scientific and industrial innovation, detected 7 sectors of interest and organise regular TSC. Selected sectors include also aerospace.
Andalusia Government is part of the two committees managing the foundation and of the Trustee´s Board holding the presidency.
The regional government has a close link with the CTA (public-private partnership): the CTA presidency is directly proposed by the regional government. CTA’s role is to support public authorities in redesigning regional policies and in designing and developing strategies. This role will allow the CTA to align the lesson learned from TSC with other initiatives undertaken by the Andalusian government, such as: 1) Programs promoted in the framework of the Andalusia Industrial Strategy (EIA2020), aligned with the RIS3; 2) Financial instruments as the Public Procurement of Innovation, where the CTA has been directly involved in its technical evaluation or 3) R&D programs to implemented in the 1st Andalusia Aerospace Strategy, due to the CTA has been in charge of boosting the R&D activity of Andalusian companies and has also incorporated their vision in the elaboration of the Andalusian Aerospace Action Plan (predecessor of the Andalusian Aerospace Strategy).

Resources needed
The advantage of this practice is the low cost. We should need one person organizing during 6 months (for example) before the event and then rent a place and catering for one day. As it has a very low cost it is sustainable in the long term.
Evidence of success
Sectoral committees demonstrated to be very useful for SMEs in order to start being in contact with bigger companies of the sector and financial entities. It is an efficient and low-cost tool that allows developing networks between different stakeholders from any sector of interest. A quantitative way of measuring success could be the number of projects coming up from these committees and the budget used in the sector. A qualitative approach could be the follow up of the network created.
Potential for learning or transfer
This practice demonstrated to be effective for other specific sectors as the food-processing industry. For example, CTA has organized more than 17 annual sectoral committees in processed food sector.
It could be interesting to try mixing sectors, for example drones companies with agricultural companies in order to create new avionics solutions focused on agricultural problematic.
In the context of STEPHANIE project, it could be interesting to organize a sectoral committee on photonics joining companies of the sector with financial entities and knowledge from universities and technical centres. Also, it could be interesting to organize international or European sectoral committees in order to promote international networks and learn from the sector state in other countries.
