About this good practice
Marine-EO reunites a group of five maritime authorities and four scientific organizations with significant experience in Earth Observation and maritime matters. Within them, the Directorate General for the Maritime Policy (DGPM) as the project’s Lead Procurer, and the Regional Fund for Science and Technology (FRCT) in Azores, both in Portugal.
The DGPM has the mission to develop and evaluate the National Ocean Strategy, to design and propose the national maritime policy, taking into account its different aspects, to develop the maritime spatial planning and management considering its multiple uses and activities, to monitor and participate in the development of European Union’s Integrated Maritime Policy and to promote maritime affairs’ national and international cooperation.
The FRCT was created in order to coordinate and manage financial resources available for scientific research, technological development and innovation from Regional, European and International programs. In Marine-EO, they are responsible for elaborating and implementing the Licensing and Exploitation Plan, the Communication and Dissemination Plan and the Management Plan. As well as project tasks related to Intellectual Property Rights.
The project performs the standard PCP model to achieve its main three goals: (I) Develop two sets of EO-based services, (II) support the transfer of the EO services to operational services and (III) strengthen transnational collaboration in maritime awareness sector.

Resources needed
The overall contribution to the project was 4 865 093,75€. The total funding under the Horizon 2020 Framework was 4 378 584,38€. Specifically, the EU contribution to the Portuguese entities were 3 359 025€ to the DGPM and 129 543,75€ to the Regional Fund for Science and Technology (FRCT).
Evidence of success
Four Portuguese contracting entities were admitted to start the PCP process: Hidromod, Deimos, The Portuguese Institute for Sea and Atmosphere and Inovawork. At last, Inovaworks was the only one awarded a PCP Phase 3 contract as part of the e-GEOS Consortia. The project relies on already operational key assets and skills of this Consortia, to develop services related to the Satellite Surveillance, that will process a huge amount of global AIS data, met-oceanographic, vessel database and reports.
Potential for learning or transfer
The DGPM was the first Portuguese entity to ever perform the role of Lead Partner in an Horizon 2020 innovation procurement (IP) project, that allowed them to lead pioneer actions which will be potentially transferred to other organizations in Portugal. Some of their responsibilities were: doing the whole project’s management and IP procedures, elaboration of the project’s IP documents and reports, gathering entities to participate in the Open Market Consultation and elaborating the Call for Tenders.
In the scope of IPP, their strategy has encouraged service providers to develop satellite solutions improving the Public-Private-Partnerships in the space segment in the safest way possible because the risks and benefits are shared between the public authorities and the industry in a PCP procedure. Also, what warrants the safety of the energy infrastructures is that the execution strategy will be based on existing platforms and IT infrastructures available within the Consortium partner
