About this good practice
One of the functions assigned to the Council is to draw up and propose for approval by the Government the Regional Vocational Training Plan of Castilla-La Mancha. Some novelties of the 3rd Vocational Training Plan are:
- The skills of young people, unemployed workers and employed workers is addressed from an integrated system.
- It develops structures and procedures for the transfer of established policies to the whole regional territory.
- It establishes its own Model of Training Needs Detection that guarantees that professional training is adapted to the characteristics and needs of the different groups and sectors.
- It intends to make vocational training socially present through the media and social networks.
- It is committed to the development of stable and systematic calls for the recognition of competences acquired through experience; and to its progressive extension to qualifications from different professional families; so that this route is consolidated as a way of obtaining recognisable and habitual official skills.
The beneficiary of this iniciative is the active population of Castilla-La Mancha but logically businessee benefit from the better training of the human resources that it provides.

Resources needed
To carry out the development of the 3rd Plan it is necessary to count on the participation of the network of vocational training centres of the educational system, the network of centres of the vocational training for employment system and the vocational guidance system.
Evidence of success
Performance indicators have been established for each year and for the period 2018-2022. The indicators are in line with what was planned:
- 125,000 vocational training places offered.
- 70,000 people will obtain a professional certificate.
- 24,000 places offered in procedures for accreditation of competences acquired through work experience.
- 130,000 places offered in vocational training cycles.
- 25,000 people will participate in dual vocational training in 7,000 companies.
- 125,000 vocational training places offered.

- 130,000 places offered in vocational training cycles.

Potential for learning or transfer
The elaboration of the 3rd Plan of Vocational Training allows to establish common and quantitative objectives for the System of Vocational Training for Employment.
To monitor the Plan, easy-to measure performance indicators have been established for each year and overall for the period 2018-2022.
Both the objectives and the indicators are measurable and easy to export to other vocational training systems, always with due adaptation to the peculiarities of each environment. The follow-up and evaluation of the initiative, monitored both by the administration and by the set of partners/beneficiaries, is also perfectly reproducible under different formats.
