Training Course on Green Public Procurement

About this good practice
One of the factors that hinder the implementation of the GPP in general is lack of expertise in applying GPP criteria.
For this reason, one of the activities carried out within the framework of the GPP4Growth project was a training activity on the inclusion of environmental clauses in the different phases of contracting.
The course is aimed at any interested civil servant (not only of the regional government but also aimed at local administrations) and includes the following main axes:
1. General aspects of administrative contracting
2. Environmental clauses in public procurement
3. Practical application of environmental considerations in public procurement
Based on this experience, the body responsible for the training of civil servants in Andalusia, the Andalusian Institute of Public Administration (IAAP), has included the training activity "Green Public Procurement: Environmental Criteria in Public Procurement" in the Corporate Training Plan (2020 and 2021).
So far, the results obtained have been:
> two face-to-face sessions, of 6 hours each, in which 86 people participated (November 27 and December 4, 2018)
> a tutored e-learning training course of 25 hours with a total of 91 people registered on May 2019 from 29 different public bodies and that has received a highly satisfactory evaluation by the participants.

Evidence of success
There has been a slight increase in the number of environmental clauses in contracts concluded in 2019 (1,744 compared to 1,064 included in 2018), and an increase in the percentage of the volume of the purchase made with environmental clauses compared to the total volume of purchase between 2018 (22.78%) and 2019 (23.26%). For this reason, along with other actions, it is important to continue the training of public employees in this area.
Potential for learning or transfer
The treatment of the environmental clauses is common to all the European regions, in accordance with the community regulations on public procurement (Directive 2014/23/EU, regarding the allocation of concession contracts; Directive 2014/24/EU, regarding public procurement; Directive 2014/25/EU, regarding procurement by entities that operate in the water, energy, transport and postal service sectors). In fact, the difficulties derived from its consideration in contracts are also common to all regions.
The contents of the course have been translated into English to facilitate its use by other European public administrations.
