About this good practice
The project came as a direct consequence of the major needs of traffic conditions in the city, its implementation leading to the reduction of transport time and increase of traffic safety; the introduction of a traffic monitoring and management system; the automation of track switches on all jammed areas; the installation of a road traffic management system on the main roads; the installation of video cameras for traffic surveillance in the main junctions and congested areas.
The system addresses the main traffic issues in the city, aiming at improving road traffic and citizens’ safety by implementing an adaptive management system of urban traffic and video surveillance in areas prone to accidents and crime.
The project’s main objectives were:
-the modernization and extention of the traffic lights system for 134 junctions
-equipping junctions, areas prone to crime or dangerous roads with 230 video surveillance equipment, thus increasing traffic safety
-the reduction of travel time, fuel consumption and emissions
-the creation of a Control Centre for traffic management and video surveillance
The traffic management system includes a Traffic Control Centre, an integration platform, a detection subsystem, a traffic lights subsystem, a centralized traffic management and control subsystem, a public transport management subsystem, a video surveillance and communication subsystem, a violation of road legislation detection subsytem, and an information and mobility subsystem.

Resources needed
The project was financed through the Regional Operational Programme 2007-2013, having a total value of 31.455.209,89 RON including VAT.
Evidence of success
• Reduction of traffic congestion and travel time: 8.48 (min/journey) in September 2020 compared to 20 (min/journey) in November 2016
• Increase in average traffic speed: 35.37 km/h in September 2020 compared to 15.75 km/h in November 2016
• Decrease in the number of road accidents: 1,630 in September 2020 compared to 8,750 in November 2016
• Decrease in the number of road crimes in the monitored area: 120 in September 2020 compared to 3,770 in November 2016
• Increase in average traffic speed: 35.37 km/h in September 2020 compared to 15.75 km/h in November 2016

Potential for learning or transfer
This highly adaptive traffic management system improves road traffic by reducing travel time, fuel consumption and consequently CO2 emissions, as well as citizens’ safety in the urban hectic traffic.
It has the capacity for transfer without many difficulties to other regions and countries and could be customised or altered, as required.
