Governance change for energy efficiency in buildings
Whilst regional authorities are realising the benefits of energy efficiency investments, and are making finances and know-how available, further actions are required to change behaviour and ensure that efficiency is consistently taken into consideration by decision-makers.
This requires new management structures and processes, as well as new methods of monitoring and recording change. This policy brief presents the work done in Interreg Europe projects, looking at how governance and behavioural change can support the transition to low carbon energy.
