Digital skills for the Territorial Information System (S.I.T.) of Livorno province

About this good practice
The Geographical Information System (S.I.T.) is an infrastructure of the Province of Livorno, managed by the Strategic Development, Planning, T.P.L. and U.P.S. Elba Service, intended for the collection, management and distribution of integrated geographical information assisting the governance of the provincial territory. Its public structure consists of a repertoire of geographical data, constantly updated and increased, which is made available to users through web resources using the Internet as a distribution network.
A training programme has been required to strengthen the staff capacity to use at their best the potentialities of the information system. The 2 training cycles were structured and implemented as follows
1. ArcGIS Pro - 48 hours over 6 days
2. Spatial Analyst - 16 hours over 2 days
3. ArcGIS Enterprise Workgroup - 40 hours over 5 days
4. Training on the job - 24 hours over 3 days - including exercises on data held by the Provincial Administration and on real cases.
The training courses, held by external professionals, were attended by 13 employees of Livorno Province, involving Traffic, Heritage, Building, Digital Administration, Provincial Police and Civil Protection Services.

Resources needed
€ 149.956,30 incl. 22% V.A.T for HW and SW provision plus training: self-financed by Livorno Province.
Staff resources: n.3 (G.I.S. specialist/architect/computer scientist).
External service provider: n.3 (experts in Geographical Information Systems & ESRI platforms/Lecturer for training courses)
Evidence of success
The training cycles did enable the staff to info-updating and other tasks.
The creation of a cloud portal allows multiple employees to access unique databases updated in a sharing modality, thus preventing the duplication of information. It also allows sharing the work carried out in real time and make it available to other local authorities by developing mutual collaborations, to companies in order to develop the local economy and to citizens in general to improve the services provided to them.
Potential for learning or transfer
Knowing how to manage geographic databases is essential to know where the information processes relate to the territory. Sharing open data in the cloud has proven to be an essential boost for the development of the management and economy of that territory.
All territorial geographical data can be shared in formats that can also be read by open source software and all the models used for spatial analyses can be adapted to the various software on the market. Conditions: required training of staff how to use SW plus refreshing courses / adequate space in the cloud / management software for territorial information systems also in open source version.
