Gondosóra program (Careful Watch Programme)
About this good practice
The Gondosóra (Careful Watch) programme is based on a nationwide signalling system, linked to a remote monitoring and dispatching service with nationwide coverage. Its role is to enable older people living in their own homes to use a simple signalling device to contact the Dispatch Centre, where trained staff will try to help them with any problems they may have. If the dispatchers, in agreement with the client who has made a report through the Careful Watch where possible, consider that the situation requires the intervention of the contact person, they will be contacted by the dispatcher using the contact details already indicated, who will then be able to provide direct and rapid support and a solution to the problem.
In cases where urgent, personal intervention is not required, trained dispatchers are the first line of defence in trying to help solve problems via the signalling device.
In cases where personal intervention is required (psychological or mental problem, request for help with administrative tasks, hygiene needs, request for physical assistance, etc.), the dispatcher will inform the designated contact person.
In cases where urgent intervention is required (fall, accident, sickness), the dispatcher may take direct action, including involving the emergency services, in addition to informing the contact person.
The programme is free of charge and open to anyone aged 65 or over living in their own home.

The grant is non-reimbursable and it is co-financed from the Recovery and Resilience Facility instrument.
Evidence of success
In the 3 months following the launch of the programme, 89 247 devices were deployed in the over-65 age group.
The average age of the participants was 76 years and the programme was used in 2890 municipalities across the country.
An average of 1333 emergency calls were made per day.
Based on 2023 data, more than half a million elderly people have registered since the programme began, with professionals responding to calls for help in 6,500 serious, life-saving situations.
Potential for learning or transfer
Gondosóra (Careful Watch) project system represents a comprehensive approach to support elderly population living independently, and it might be a good example for other EU regions looking to enhance their own elderly care systems, as number of elderly people increases across Europe and there is a growing need for systems like this one.
The nationwide programme demonstrates scalability, making it adaptable to different population densities and geographical areas.
The system is simple, the tool is user-friendly for older people, coupled with advanced monitoring and dispatching technology.
