
Sadu city hall processes'digitalization-an innovative approach to streamline public service delivery

The issue addressed was the need for administrative efficiency&higher transparency of public services
As citizens'needs evolved&the demands for quick access to information&services increased, Sadu's administration acknowledged the need for a fundamental change in order to improve the citizens’ quality of life, reduce bureaucracy&increase the transparency&efficiency of administrative action
Thus, a process of public services digitization was initiated&internal applications for the city hall’s departments were implemented, with the aim to automatize daily activities as much as possible
Sadu's digitization&smart village practices achieve their objectives through a strategic&integrated implementation of modern technologies
Also foreseen in the Local Development Strategy, Sadu's objectives include the 6 smart village verticals (governance, living, mobility, people, economy&environment), to which various investments were assigned:
-Equipment of the operational apparatus
-SMART equipment endowment of the school&kindergarten
-Metropolitan communication infrastructure
-Smart city platform (e-public services)
-IoT platform connected to a network of sensors&devices linked to the existing system
-Sadu mobile App
-Integrated platform for tourism
-Clerk-free city hall: advanced automation&AI integration
These digitization practices involve a range of stakeholders&bring significant benefits to different groups: local government, educational institutions, technology companies&Sadu’s citizens
Resources needed
For this initiative's implementation, 300.000 EUR from local budget& 210.000 EUR from central state budget were allocated
In addition, Sadu's smart village strategy implementation is envisaged to further access EU financing under the 2021-2027 OPs, as well as government and/or other funding programs
Evidence of success
By adopting and implementing Smart City technologies and solutions, Sadu Commune has achieved the following results:
54% of the served population actively uses the services offered by the portal.
90% of platform users reported a positive experience.
40% saved time in interactions between citizens and City Hall.
50% reduction in average processing time of documents.
Over 700 online Tax Certificates have been issued in the last 2 years.
Potential for learning or transfer
This good practice is a national level example on promoting and developing measures to digitize local public services and to increase the capacity of local public authorities to deliver them efficiently.
The example presented is relevant from the perspective of taking steps that support both the administration and the citizens, with a focus on digitization, optimization of resources and reduction of operational costs.
Sadu is an example of how tradition and innovation can coexist harmoniously. Tradition and innovation, in equal ponder, are the coordinates underlying the development of rural communities, thus they must be calibrated as a unitary concept with the help of digital technologies, telecommunications and research. The final aim of this approach is to optimize public services for the benefit of the community and increase the degree of comfort of the Romanian village, with a positive impact in the efforts to discourage the depopulation of rural areas.
