From 31 January to 01 February, the Policy Learning Platform is hosting a peer review together with Lille Metropolis on the topic of financing and incentivising energy efficient building renovations at local and regional level

Today, one in four private dwellings (135,000 homes) in Lille Metropolitan Area is located in a condominium (8,500). One third of the condominiums is rather old (built before 1974) and three thirds are small (fewer than 12 units).

This co-owned building stock in Lille is often predominantly rented and concentrated in urban centres. To improve the energy performance of these condominiums, Lille has created the AMELIO Copro programme, which aims to support around sixty co-owners per year in their renovation projects, 15 buildings in the improvement of their management, and 400 co-owners and tenants per year for partial private works.

While funds are available from several national and local sources for covering part of the work, the aid is only paid once the project is completed, so there is a need for pre-financing and only partial solutions currently exist.

Hence, the Metropolis seeks input from peers in other EU regions on their own experiences with:

The peer review will focus on...
  • Supporting co-owners in (pre)-financing their renovation works.
  • Improving work processes with condominium owners to increase the number of condominiums being renovated.

This event is by invite-only. The key learnings will be shared afterward.
