About this good practice
Overlaps between the ERDF ROP and EARDF and Rural Development programmes should be avoided, but this proves difficult for this project given the sector addressed. However, the lack of specific support measures for organic SMEs in the ERDF ROP of our region makes difficult to direct the promotion of regional organic production to the normative framework of these funds.
The legal framework is the Regulation (EU) number 1305 / 2013, on support for rural development by the European Agricultural Fund for Rural development (EAFRD). The program of Rural Development (PDR) of Navarre 2014-2020 includes this measure of support with code M 11.The justification of this measure of support is that the market of organic products are on the rise, however, the higher costs and lower production of organic farming are not fully paid. Therefore, it is necessary to promote the conditions under which this sector can progress in accordance with the evolution of the production and market.
The aid consists of an annual premium per hectare depending on the surface of plots for organic production and farming groups defined in the measure. This annual premium varies between approximately 100 €/ha in arable crops and more than 800 €/ha in fruit production, by a 5-year commitment period.
Unit amounts are applied to the surfaces of certain of each group of crops, maintenance surfaces and surfaces in conversion.

The effect of this support measure is reflected in an increase in the ecological cultivation surface in the period 2015-2017 of 15.61%, 8,943.85 hectares.

Potential for learning or transfer
It’s an aid to surface in organic production, so, can be found cases of little viable crop producers, for example cereal in arid dry lands, which registered a little productive organic or conventional surface, seeking to compensate for that lack of production with subsidies to the surface of organic production. At the time that those supports fail, ceases the inscription on ecological production of these surfaces.
In any case, the increase in the ecological production area from 2015 to 2017 is directly related to the implementation of this support measure, and its inclusion in the legal framework of EAFRD justifies its transfer potential to other regions.
